December 2009

Dear All,

PC Reid and I would like to take this opportunity to wish everyone a very Merry Christmas and a Happy New Year.

Previously not reported in the NW report:

Ellisfield, Thursday, 10 September - garden bench stolen during the evening of the 10th.  The bench is very rare as it's from Bali and has carvings of mythical creatures on the front legs.  A blue Peugeot van was seen going up the owners drive around 18.30 hrs and then leaving a few moments later.   Driver of the van was a swarthy man in his 60’s with a beard and accompanied by a blonde in her 50’s.

WARNING:
SAS Fire & Security Systems Ltd –
is know to offer ‘free’ burglar alarms but only if you sign up to the additional monitoring facilities.  The Company is working in North Hampshire.

Rogue Traders - are cold calling the Basingstoke and South Ham areas of Hampshire offering roof repair services.  The traders are currently operating under the name of Wyevale Construction and are not providing consumers with the required notice of right to cancel, which gives consumers a 7 day cooling off period.

If approached please report the matter straight away to the Trading Standards quick response team on 01962 833666.

Did you see anything suspicious or irregular?  Then don’t hesitate to report it – PC Reid would be pleased to hear from you and can be contact on:  01256 389050 & 07768:776844.

November 2009

Dear All,

Please can you assist PC Reid and provide any information in relation to these crimes?

Herriard Tuesday, 6 October – at around 8pm two agricultural Manitou's were stolen from the Recycling Plant at Herriard.  Driven down Bushywarren Lane, College Lane on to Axford Road, Ellisfield, one was abandoned in the woods at Bradley Hill and the other went towards Burkham.  A large white van was in front of the vehicles.

Swarraton Wednesday, 7 October – white For Transit van S373 ??? seen between 2pm and 2.25pm in Swarraton and believed to be used later in relation to the theft of garden machinery from a house in Brown Candover.

Ellisfield Saturday, 10 and Sunday, 11 October – over night 10/11 October a locked stable door was interfered with; thankfully the lock remained secured to the door.  PC Reid is appealing for anyone who may have any information regarding this or the suspicious male seen in Axford village at about 2 pm on Saturday afternoon, described as young, white short hair and was seen looking over the hedge at the stables.

Tracking devices for expensive equipment – ride on mowers, quad bikes etc.  Consider fitting a tracking device.   Mike Garwood Ltd a local supplier has several devices available but Hampshire Constabulary recommended that residents should ‘shop around’ to secure the best deal available.

Shelleys Barn Shelleys Lane, East Worldham, Alton Hants GU343AQ Tel 01420 84458.

Suspicious callers – remember you do not have to let anyone into your property if you feel unsure, you are perfectly within you right to check callers out first.  Recently there have been several young men calling on homes offering to sell goods from their bags.  Eight were found in the Upton Grey, Herriard and Bradley area, all were known to the Police for various offences including burglary, theft etc.  Despite any cards they may have with them, these people are illegally trading from door to door and PC Reid urges residents not to purchase items from the door.  If you wish to have a Hampshire Trading Standards ‘We do not buy from this door’ sticker then please give me a call and I can supply.  This recent group were from Middlesborough, a second group of three were from Margate in Kent – it’s a long way to come to sell a tea towel…..

Home Security Challenge – How secure is your home?

Did you read last month’s home security challenge – did you find out how secure your home is?

It is down to residents to do more to protect their property – please help the policy to help you!  PC Reid is available to provide crime prevention advice.  Now that the nights are drawing in and Christmas is approaching, consider leaving lights and perhaps a radio or TV on when you go out in the evenings, ideally use timing devices that are cheap and available at any DIY store.

SMARTWATER – consider using Smartwater to mark your property.   I have a supply of kits at a reduced price, £15.00 instead of £40.00 – a terrific saving - please do call me!

Scam e-mails – don’t be taken in by the current flurry of scam e-mails reporting to be from the Tax Office – use HM Revenue home page link to report anything suspect to phishing@hmrc.gsi.gov.uk

Did you see anything suspicious or irregular?  Then don’t hesitate to report it – PC Reid would be pleased to hear from you and can be contact on:  01256 389050 & 07768:776844.

 October 2009

Dear All,

I hope you have had a good summer.

Burglary at the Lodge, Dummer – Sunday, 30 August and Tuesday, 01 September

Sometime between these dates burglars broke into the Lodge at Dummer; the thieves broke a window and entered the isolated house and removed a several items of furniture.

  • 19th Century Mahogany Military Campaign chest of drawers
  • George 1 Walnut chest of drawers
  • Mahogany coffee table with a red leather top

The pieces are highly individual items; the thieves left behind a drawer for one of the items of furniture.  A large vehicle would have been needed to move the furniture.  PC Reid would be please to hear from anyone who witnessed anything unusual over the bank holiday.

Water UK, has published a revised list of water companies and their telephone numbers to enable householders to call to verify the identity of a doorstep caller purporting to represent a water company.  Please see the list on the Ellisfield Village website or telephone your co-ordinator and ask for a copy of list if you do not have access to the internet.

Remember you do not have to let anyone into your property if you feel unsure, you are perfectly within you right to check callers out first.

Suspicious strange male callers - Hampshire and surrounding areas are experiencing a wave of bogus callers – please be aware and take all possible precautions.

Home Security Challenge – How secure is your home?

Please see the separate article in this month’s edition which Hampshire Constabulary provided or visit the Ellisfield website.

It is down to residents to do more to protect their property – consider fitting censor lighting (making sure the censor can not be moved by the criminal so as not to work), fit good locks and hasps which are secured to good wooden doors, and not rotten ones where the screws can be forced out by a screwdriver between the door and hasp.  Please note; PC Reid is available to provide crime prevention advice.  Please help the police to help you!

SMARTWATER – consider using Smartwater to mark your property.   I have a supply of kits at a reduced price, £15.00 instead of £40.00 – a terrific saving - please do call me!

Did you see anything suspicious or irregular?  Then don’t hesitate to report it – PC Reid would be pleased to hear from you and can be contact on:  01256 389050 & 07768:776844.

August/ September 2009

Dear All,

PC Reid is extremely pleased to advise that reported crime for his beat fell in June 2009 compared to June 2008, however, sadly it is the first month this year that reported crime has shown a reduction on the corresponding month in 2008.  The increase in the first six months compared to last year may be due to the current economic climate or people reporting crime when in the past they may not have done so.  However, PC Reid feels it is more likely the work of the opportunist thief taking advantage of residents who have failed to take simple steps to protect their property.  Over the first six months of this year the highest recorded crime is that of non-dwelling burglary i.e. sheds and out buildings; 31 have been recorded this year to-date whilst 35 were record throughout the whole of 2008!

Mobile phone public directory by 118800.co.uk - if you wish to opt out of this service, please go to 118800.co.uk and on 'opt out'.

 Suspicious vehicles:

Two reports of suspicious vehicles in June in our area provided police with valuable assistance as the vehicles were linked with thefts from other area’s – do continue to keep reporting anything and, I mean anything which you believe to be suspicious.

White Mercedes SWB Van, R737 FBJ - seen in several places in the district recently – police suspect the occupants as being up to no good Please help the police, be aware and take registration numbers of any vehicle(s) you deem as suspicious, and telephone the police with the information.

Did you see anything suspicious or irregular?  Then don’t hesitate to report it – PC Reid would be pleased to hear from you and can be contact on:  01256 389050 & 07768:776844.

 July 2009

Dear All,

PC Reid is pleased to report a good start to the new Neighbourhood Watch Co-ordinators email system.  This system, on the whole, is achieving considerably more cover in general.   Also, PC Reid urges all residents to please register with your local co-ordinator – provide an email address or if you don’t have email, then your co-ordinator would be happy to telephone you or provide hard copy information.   Don’t hesitate, please register now!

Black JCB tracked excavator, Herriard Common stolen overnight 8 / 9 June - the excavator was stolen from Herriard Common.  A lorry situated near the ‘Gypsies grave’ was used to take it away.

Herriard, new building site – the site appears to be attracting considerable attention and recent thefts have taken place.  If you happen to pass by the site and see anyone on there after 6pm weekdays, 2 pm Saturday’s and any time on a Sunday please call the Police immediately!

Mapledurwell & Upton Grey, Garden Ornaments stolen 3 / 4 June – a number of garden items such as Victorian chimney pots, traddlestones, flower urns / pots have recently been stolen.

Antiques scam (Herriard & Preston Candover) - 01 June a man called at a house in Preston Candover offering to purchases antiques – described as being white, about 40-50 years old, short with balding hair.  The same person visited Herriard area last year!   Thankfully he was unsuccessful but he may call again – if you see anything then please report it!

General Home security – during this hot weather please remember to close all windows and garages doors when going out – remember opportunist burglars will gain entry to unsecured homes quickly and easily, usually during the day!   Don’t be complacent, think and remember to lock all windows etc before going out.

Suspicious vehicles:

Dummer, June 13 around 19.00hrs - a blue BMW FV04 DJY was seen in suspicious circumstances containing two men.

Tunworth, early June – a white van HG06 ZXV was seen in Tunworth offering garden furniture for sale at discount prices, when a female resident took the vehicle registration number, a male became aggressive and gave her a card with a registration number on it, (albeit a different one to that of the van)…  The company connected with this vehicle is a Nursery in Farnborough, however, the van has turned up all over the county!

Andwell (Nr Old Basing) June 12 at about 12.45 hrs - two men, one white and one black in a blue Vauxhall P355 YAP was seen in the garden of a house in Andwell.   The owner challenged them and they said they had cut across a field to get back to their car?  Within hours this car was stopped and property from a burglary in the Winchester area was found inside!

Weston Patrick, June 11 - a silver Transit HJ07 GHN was seen selling garden furniture, again this vehicle has been seen all around the county, although items for sale appear in order.

Weston Patrick, June 09 at 09-09.45 hrs - maroon Ford Mondeo was seen acting suspicious, the van had two white men in it – one was young with brown hair, the driver was older with a shaved head.

Please help the police be aware and take registration numbers of any vehicle(s) you deem as suspicious, and telephone the police with the information.

Did you see anything suspicious or irregular?  Then PC Reid would be pleased to hear from you and can be contact on:  01256 389050 & 07768:776844.

June 2009

Dear All,

Unfortunately, PC Reid could not attend the Annual Parish meeting on 01 May.  However, he is keen to re-vamp the way of communication in the NW schemes in his beat to reduce bureaucracy and in general keep it straight forward and simple. The Parish magazines are a very good way of communication but there is a delay in getting information out to the residents – it can take around 15 days before you receive the publication from the incident occurring!   Therefore, a simple straight forward way of communicating by email – PC Reid, the NW co-ordination and you or PR Reid and you!   If you don’t have email, then your co-ordinator would be happy to telephone you provide hard copy information when necessary – please just let them know.

In line with these changes, I would ask residents to please consider providing, where possible, their email address to your scheme co-ordinator or me, so that you can be included in the circulation of NW information.

  • Scheme 090 – Colin Balkwill                                  T: 381 791

Email: colinirene@tiscali.co.uk

  • Scheme 263 – Hannah Houstin-Lacey                T: 381 863

Email: laconsult@btinternet.com

  • Scheme 300 – Roger Graham                               T: 381 383

Email: rogergraham@btopenworld.com

  • Scheme 299 – Hannah Houstin- Lacey               T: 381 863

Email: laconsult@btinternet.com

Jane Evans, Scheme 263 – some of you will know that Jane has decided to retire as co-ordinator for the Scheme, part of Green Lane.   Thank you Jane for your efforts and help over the years.   As an interim measure, I will cover this area with the help of Peter Mitchell and Paul Turner.

If you would like to help and take on the role of Co-ordinator for Scheme 263, then I would be pleased to hear from you.

Smartwater Signs – we have managed to secure some Smartwater signs.  These are being positioned along with the existing NW signs.

Smartwater – quickly becoming a very effective tool in the fight against crime.   I have a supply available - £15.00 normally £45.00.

Travellers, Cliddesden Village – currently we have a small group of travellers based just outside Cliddesden.  PC Reid would be please if you could inform him if you see any movement of travellers.   Please don’t hesitate to contact him or the police direct, if you don’t manage to make contact with PC Reid.

Did you see anything suspicious or irregular?   Then PC Reid would be pleased to hear from you and can be contacted on:01256 389050 & 07768 776844

May 2009

Dear All,

PC Reid will be attending the Ellisfield annual Parish meeting on 01 May and intends to outline his new proposals for effect communication – as explained in the March Hill and Dale article.    In line with these proposals I would ask residents to please consider providing, where possible, their email address to your scheme coordinator or myself so that you can be included in the circulation of NW information.

  • Scheme 090 – Colin Balkwill                                  T: 381 791
  • Scheme 263 – Jane Evans                                     T: 381 470
  • Scheme 300 – Roger Graham                               T: 381 383
  • Scheme 299 – H Hannah Houstin- Lacey            T: 381 863

SHEEP AND LAMBS IN THE FIELDS – PC Reid has received several reports of dogs worrying sheep!   Sheep worrying is a serious offence.  Dog(s) chasing sheep will cause the animal considerable stress which could end in the animal’s death.   Your dog could be shot – please keep dogs on leads when near farm animals.

OUT WALKING, VISITING THE VARIOUS ‘BLUEBELL WOODS’ – please ensure your car is secure and take all valuables with you – sadly there have been a number of thefts from cars parking while the owner is out walking.

NW CO-ORDINATORS BASED IN EVERY PARISH – unfortunately the outcome is still not available.   Hopefully, I will have the information for you next month.

LADIES PLEASE BE EXTRA VIGILANT WHEN OUT SHOPPING!

Recently, a woman shopping in a John Lewis store, visited the toilet and hung her handbag on the back of the toilet door.  Suddenly a hand appeared over the top of toilet door and grabbed her bag clean off the hook!   She immediately reported the incident to security and the store manager.  A couple of days later she had a ‘phone call to say her bag had been found, not her purse and arranged a time to go and meet the manager to collect her things.

On arriving at the store at the agreed time, the manager was not expecting her nor the head of security, nothing had been found, no one had called!  On returning home she found her house had been burgled, with no sign of forced entry!  The Police believe they had used her Driving License for the address and her keys to let themselves in.    This is real and shocking, it isn't just a scaremongering story!  The snatching crime has become a very complex business.

Did you see anything suspicious?   PC Reid would be pleased to hear from you should you have seen anything irregular and can be contacted on: 01256:389050 & 07768 776844

April 2009

Dear All,

PC Reid is concerned about the increase of criminal activity within his beat – 21 crimes have been reported in comparison to the ‘usual’ number of 5 – 6 for the period to-date!   To summarize:

  • 9 sheds or out buildings were broken into
  • 3 criminal damage incidents
  • 1 public order
  • 4 thefts
  • 1 theft from a car
  • 1 theft of a quad bike
  • 1 theft of a car
  • 1 theft of a Land Rover, now recovered

NB: 3 of these took place in Dummer and 4 in Cliddesden

Sadly it appears that the ‘big steal’ is on!  PC Reid is keen to encourage all residents to make ever effort possible to secure and protect, and mark their property.

SUSPICIOUS VEHICLES seen in the last few weeks in our area!

Silver/grey Mitsubishi pick up W117 VHJ – the vehicle usually contains three white, rough looking men and has been seen at Ellisfield looking into a yard which previously had had two quad bikes stolen.  Wednesday, 4th, Thursday 5th and Tuesday 10th March the vehicle was seen in the Weston Patrick / Corbett area traveling towards Tunworth and the Basingstoke direction.  This vehicle has no current owner and the Police are aware that it is using country lanes and back roads to avoid the Police and, the automatic number plate recognition cameras dotted about the County.  Police know that since its appearance in the Weston Patrick and Corbett area several Straddle Stones from front gardens have been stolen – these can cost up to £500 each.

Yellow Transit Van R572 XTR - seen in our area on Tuesday March 10th.   PC Reid stopped the van at Bradley and found that a man from Tadley was driving, looking for somewhere to dump some garden waste, and appeared to be having a good look at various farms and out buildings on route.  PC Reid has the man’s details but just in case he decides to ‘pop back’ to our area PC Reid is keen for you to be fully informed.

THEFT OF GARDEN FURNITURE, POTS, STRADDLE STONES AND EQUIPMENT from gardens across North Hampshire – Monday, 2 March between 6 and 7.30pm – straddle stones were stolen from a garden in Axford with similar recent crimes in Chilton Candover and Upton Grey.  The crime usually takes place in the evenings or night.   PC Reid asks all to be vigilant to prevent the opportunistic theft from gardens or indeed sheds.

QUAD BIKE THEFT – ELLISFIELD Thursday, 19 February – stolen from locked garage!  Thieves broke in and stole a Quad bike; they were not deterred by the fact that a car was locked and parked in front of the garage door.  They simply man-handled the car to the side and took the bike.  The incident took place between 7 and 9pm.

FOX INN – ELLISFIELD Saturday, 21 February – stone thrown through the pub window!  At about 22.10 hrs vandals throw a large flint stone through the window of the well area, nearest to Green Lane, of the Pub.

VANDALS DAMAGE CAR – PARK VIEW COTTAGES, ELLISFIELD Saturday / Sunday, 21-22 February – stone smashed through rear quarter light!  Between 18.00 hrs and 07.30 hrs vandals smashed a large flint stone through the rear quarter light of a parked secured unattended car on the drive way of Park View cottages near to Lower Common.  There was no sign of entry or any intent to steal anything or the vehicle, that we are aware.

FEBRUARY 11/12 – HACKWOOD LANE, CLIDDESDEN a shed was broken into and a garden tractor was stolen

FEBRUARY, 25/26 – CARAVANS & OFFICE BROKEN into, Cliddesden

EARLY FEBRUARY – CHAPEL WALK, CLIDDESDEN – Summer House broken into

HOME SECURITY – Hampshire Police are urging residents to ensure their homes are properly secured at all times to avoid becoming a victim of crime.

Homeowners are reminded to ensure all doors and windows are locked over night and if they leave the house.   Residents whose properties have UPVC doors should be aware that these types of doors can often be easily opened if they are not locked with the key from the inside.  Simply lifting the handle does not completely secure the door – it is important to realize that these doors have to be double locked to be property secured.

CAR-KEY BURGLARIES – Hampshire Police would like to highlight the growing problem of car-key burglaries - the target is keys for the householder’s car!  High performance cars such as BMWs, Volkswagens, Mercedes and Peugeots are the usual target.  The ease of access to the north east Hampshire from London and rest of the country due to good road networks means that those houses nearest to the M3 corridor are more at risk.  The burglar opens your door via the letterbox gaining access to your home to steal your car keys.   Therefore, do ensure that you always double look your doors, use the mortise lock to secure the door and don’t leave car keys on a table directly opposite the letterbox!

NW CO-ORDINATORS BASED IN EVERY PARISH – unfortunately the outcome is not available as yet.    Hopefully, I will have the information for you next month.

March 2009

Dear All,

PC Reid has asked that I inform you about his proposals to change how the existing Neighbourhood Watch Schemes are operated within local parishes.   PC Reid is very conscious that the practical effectiveness of any scheme is in the relationship between both the Police and the public and, to this end, he is seeking to have a NW Co-ordinator based in every Parish and, if possible, with a deputy to cover holiday periods etc.  The key to Andy’s new proposal is quick effective communication!

Therefore, PC Reid is seeking 'applications' from local people for these positions.  Ideally, the best placed person for these roles would be in a position to quickly turn around and distribute the information received.  As such someone who for tax reasons my only be here for 90 days a year may not be best suited, but someone local who is at home most of the time and who can work with a deputy to provide good cover, would be ideal.  Anyone who feels they have the time and a computer / email facility, and is willing to receive information, both from residents and from PC Reid and has the ability to circulate the information quickly, really would be most welcome to apply.   Please email PC Reid at the following address to register your interest – thank you.

Email: andrew.reid@hampshire.pnn.police.uk

Next month’s Hannah’s Manor article will include a list of the chosen co-ordinators for the parishes.   Residents will then be encouraged to send their email address (only the email address, no personal information is required) to the identified co-ordinators, so that the co-ordinators may add their email address to their NW email circulation list.   Similar to our distribution of NW information here in Ellisfield.

The co-ordinators will then receive, from PC Reid, regular information as appropriate on incidents concerning recent crime, suspicious vehicles, people etc.  Residents would be encouraged to respond to their co-ordinator, who will then act as the point of contact for PC Reid, passing on your information to him.  PC Reid believes this new way of working will simplify matters; “no regular meetings, no bureaucratic nonsense, just plain quick circulation of information to all households!”   However, please note that PC Reid would of course take time to speak to the co-ordinators and would establish regular routes of contact.   Also, it is PC Reid’s intention to hold an initial briefing meeting with all the co-ordinators to discuss how to use the information received both from the public and from the services and how co-ordinators should use it.    This would also provide an opportunity for all the co-ordinators to meet and to get to know one another.  Also, he would like to organize a visit to the Hampshire Police Control Centre to show how the police respond to emergency calls and deal with incidents.     If you are interested in becoming a co-ordinator the please contact PC Reid by email.

'ICE' (IN CASE OF EMERGENCY) – a message from the Ambulance Service

The majority of people carry a mobile ‘phone with names and numbers stored in the memory!   However, if you were involved in an accident or taken ill, the people attending you / the incident would have our mobile ‘phone but no idea who to call as there are hundreds of numbers stored but which one is the contact person in case of an emergency?   Hence the current 'ICE' (In Case of Emergency) Campaign - the concept of 'ICE' is catching on quickly and is an excellent way of contacting your next of kin in an emergency situation.    All you need to do is store the number of a contact person or persons who should be contacted in an emergency under the name 'ICE' (In Case Of Emergency).

The idea was thought up by a paramedic who found that when he went to the scenes of accidents there were always mobile ‘phones with patients but they didn't know which number to call.  It was felt that ideally there should be a nationally recognized name for this purpose.   In an emergency situation, Emergency Service personnel and hospital Staff would be able to quickly contact the right person by simply dialing the number you have stored as 'ICE'.  Please consider forwarding this information to as many people as can as it could help in an emergency situation.

SMARTWATER MEETING – it is proving difficult to secure a speaker for the proposed meeting – an update will be provided next month.

January/ February 2009

Dear Residents,

A short report from PC Reid:

“Firstly, may I take this opportunity to wish you all a very happy and safe New Year!  Sadly, I have to report that during 2008 this beat area saw an increase in various types of crime, mainly sheds and outbuildings being broken into – many of these could well have been prevented had sufficient good quality locks and hasps been fitted.  I would encourage residents to safe guard their property, if you need any home security advice please do not hesitate to give me a call on 01256 389050 or 07768 776844.   Generally, I am pleased to report that burglary of homes last year fell and the detection rate rose considerably.   I would like to conclude by saying thank you for your help and assistance during 2008 – I sincerely hope that together we can continue to protect your property and in due course reduce crime.   In 2009 I will be concentrating on crime reduction and education and using the three C’s ~ Carelessness Causes Crime.”

Once you have obtained details from an Independent Inspectorate Body of ‘Approved’ security companies, who install security systems in your locality to the required European/British Standards, compliant with the ACPO (Association of Chief Police Officers) Police Response to Security Systems Policy, please take the following into consideration:

  1. Before disclosing personal security details, check the address and credentials of the company and proof of identify from their representative.
  2. You obtain written quotations from at least two security companies.
  3. Ask if the security company representative can provide you with a list of police rules for occupiers of ‘monitored’ alarmed premises and also written confirmation that they are currently registered with the Police Force in your area, for the transmission of alarm activations from new installations?
  4. You ensure that the quotation specifies that the installation will be to European/British Standards for that relevant security system. Also, does it include the terms of maintenance and monitoring contracts?
  5. Does the company operate a 24-hour call-out service and emergency attendance within four hours?
  6. Is the installation of a security system a requirement of my insurance company and if so, is the security company acceptable to my insurer?
