7.33pm: Open Forum: The Chairman thanked PC Reid for his Annual Report and asked him for an update on activities in Rural Beat Two. PS Reid reported that as part of the campaign against poaching and illegal hare coursing, ‘Keeper Watch’ had been organised in the area. Similar to ‘Neighbourhood Watch’, keepers share intelligence with the Police and between themselves. There has been some illegal hare coursing in the area recently and Police practice is to confiscate vehicles of those involved, leaving them to return home via public transport. PC Reid also reported there had been some garden crime and distraction burglaries in the area, but none in Ellisfield. Finally he reported that talks between Kingfisher Housing and Police Accountants continue regarding the sale of the Police House in Preston Candover. (PC Reid left after giving his report).
Chairman explained that consideration of planning application had been moved to an earlier point in the meeting as he was aware that there was considerable interest in this.
Planning applications for The Rest and Wyckens were discussed with residents making their objections known to the meeting. Chairman explained that the Parish Council would consider impact of plans on village as a whole within the context of the local settlement and reminded residents that they should address their objections in writing to Basingstoke and Deane.
7.55 pm: The council returned to Closed Session.

BDB 60041: After discussion, it was agreed that the Council had No Objection to this application. However, it was agreed that B&DBC be requested to ensure that the present natural screening around the site be retained.
BDB60071: After discussion, it was agreed that this application was totally inappropriate to the site. It was agreed that the Clerk will sent in an Objection, the details of which will be written up by Chairman.
Notification to fell trees at Ivy Cottage, Bell Lane: Councillors reviewed the proposals and agreed that they were acceptable.

Highways: Chairman stated there was nothing new to report and the results of Traffic Monitoring activities on Axford Road were still awaited.
It was confirmed that land in Preston Oak Hills (opposite Kvanndal in the Axford Road) belongs to Preston Candover Parish Council. It was reported that the tree that was causing concern at the last meeting had been cut down by Hampshire County Council contractors.

Land and Property: Cllr Guinness attended Basingstoke & Deane Annual Telecommunications Liaison Meeting on 19 January 2005.
Chairman reported replacement goalposts for Lower Common were still outstanding. Grants would be investigated for the replacement of the 5-a-side size goalposts. Action: Clerk and Chairman
Extra Plank and non-slip surfacing for bridge on Lower Common is still outstanding. Action: Cllr Turner and Cllr Gould
Clerk reported that BDBC have supplied us with keys needed to remove tops and empty litter bins. Large litter bin which had been placed inside bus shelter at Gravel Pits had been moved to Lower Common beside swings where it would be better placed.

Burial Ground: Nothing to report. Letter regarding Glebe Land still outstanding. Cllr Turner to speak to Chris Allen before writing. Action: Cllr Turner

Environment: Cllr Gould reported Furzen Lane is ‘filthy’ again. It was commented that there seemed to be an increasing number of large lorries on local roads and it is they rather than tractors which appear to be causing problems with mud on roads.

Swing: Cllr Gould reported swing had been checked as usual and that anti-pigeon wire on top of swing needs replacing.

Schedule of Incoming Mail: Copies of this schedule had been circulated with the minutes and updated copies were distributed at the meeting. The following items were discussed:
From B&DBC
Pedestrian Access Improvement Capital Programme: Information regarding improvement works to footpath and lighting in the borough. Requests for new schemes to reach B&DBC by February 25. Not applicable to Ellisfield.

Electoral Services Manager: Notification of receipt of request from ten electors for an election. If more than two residents nominate themselves, an election to be held on 31 March 2005 to replace Cllr Mitchell and Cllr Adams.

Parish Training – Development Control. The Role of The Parish Council in decision making on planning applications and decision making in the borough etc. 2 sessions planned Thurs 17 March and Tuesday 22 March. Chairman and Clerk confirmed their interest in attending.
Beech Parish Council
Request for ideas to slow traffic through the village, without introducing measures which will impact on the rural environment. It has been suggested that introducing 'village gateways' (ie. large signs indicating start of village, emphasised by white lining on the road) might help. Have any other Hampshire villages introduced such a measure and, if so, how effective have they found this? Any other suggestions suitable for a small rural community would be much appreciated. Action: Cllr Turner
